Can free agents sign outside the transfer window?

Often, yes. FIFA's Regulations on the Status and Transfer of Players let national associations register a professional outside a window if his contract ended before the window that applies to the signing club closed. Each association applies the rule for its own competitions, so a club should check with its league before agreeing terms with a free agent.

What a transfer window is

A transfer window, or registration period, is when a club can register new players. Each national association fixes two a year: one before the season and a shorter one in the middle of it. Outside them, new registrations are normally blocked. From 1 January 2027 FIFA's rules set the first at 8 to 12 weeks and the second at 4 to 8 weeks, with no more than 16 weeks in total (article 6).

The exception for free agents

FIFA's rules allow a professional whose contract ended before the window closed to be registered after it. This is why clubs sign out of contract players after the window has shut, for example to cover an injury.

The edition in force from 1 January 2027 covers a contract that has naturally expired or been ended by mutual agreement before the window that applies to the signing club closed. It also covers a player whose contract was ended early by one side, after a quick check by FIFA of whether there was just cause. A former club's consent is never needed to register a player whose contract has expired (article 6).

What to check

  • When and how did the player's contract end? It has to have ended before the window that applies to your club closed.
  • How does your national association apply the exception, and does your league set its own deadline?
  • Do league rules limit squad changes or foreign players at that point in the season?
  • Is an international transfer certificate needed? For a move between countries it is.

Why it matters

Most moves are out of contract players: 62.5 per cent of international transfers in 2025 (FIFA Global Transfer Report 2025, p. 10). For a club below the top tier, free agents are the market available all year round.
