How do you become a FIFA licensed football agent?
To become a FIFA licensed football agent you apply through FIFA's agent platform, meet the eligibility requirements, pass the exam FIFA sets, and pay an annual fee. To keep the licence you pay the fee each year and complete FIFA's continuing professional development. Every national association also has its own agent regulations for domestic moves.

Why a licence
Under the FIFA Football Agent Regulations, only a licensed Football Agent may perform football agent services (article 11). The regulations govern international moves, and every national association must apply the same core rules to domestic moves through its own agent regulations (article 3). A licence is personal, issued for an indefinite period and valid worldwide (article 8).
The steps
- Create an account on FIFA's agent platform and apply.
- Meet the eligibility requirements (article 5). Among them: no conviction for offences such as fraud, corruption or match manipulation; not working for FIFA, an association, a league or a club; no stake in a club, academy or league; no personal bankruptcy in the last five years; and no stake in a betting business in the last 12 months.
- Once FIFA confirms you are eligible, it invites you to sit the exam. FIFA announces the format and dates by circular (article 6).
- Pay the annual licence fee within 90 days of passing, or the application lapses (article 7).
- Keep it by paying the fee each year, completing the continuing professional development FIFA requires (article 9), and continuing to meet the eligibility requirements.
Rules that changed
The regulations included a cap on agent service fees. FIFA suspended the cap worldwide in December 2023 after a German court injunction, and it remains suspended (FIFA notice suspending the fee cap worldwide, December 2023).
How many agents actually place players
In 2025 about one in six licensed agents acted for a player in an international transfer (FIFA Football Agents Report 2025, p. 21). A licence lets you act. Finding clubs that need your players is the hard part.
National rules
Every national association must have its own agent regulations for domestic moves, consistent with FIFA's, and may add stricter rules (article 3). Check the rules where you work before acting for a player.

Every request has to state the salary, net or gross, and the contract length. Propose the players you represent. FIFA licensed agents, intermediaries and scouts all register free. No subscription, no fee per player.

Questions people also ask
Can I work in football without a FIFA licence?
Not as an agent. Only a licensed Football Agent may perform agent services, and national regulations carry the same rule into domestic moves. Scouting players, without representing them or negotiating for them, is a different job.
Can FIFA licensed agents register on FTBL Exchange?
Yes, free. A FIFA Licensed Agent is shown with a verified tick once we have checked the licence with FIFA.
