What percentage of football transfers involve a transfer fee?

Very few. In 2025, only 17.7 per cent of international transfers in men's professional football involved any transfer compensation, and that was a record high. Permanent transfers accounted for 18.5 per cent of international moves but 94.6 per cent of the money spent, and 62.5 per cent of transfers involved an out of contract player, carrying 0.8 per cent of total fee value.

What that shape means

Football's transfer market is two markets wearing one name. A small, enormously expensive segment that generates every headline, and a very large free segment where almost all of the actual movement happens.

In the same year, clubs paid USD 1.37 billion in agent service fees on international transfers, and 348 individual fees above USD 1 million accounted for 68.4 per cent of it.

Below the top division it is starker

FIFA counts international moves only. Our own analysis of Transfermarkt records, which includes moves between leagues of the same country, finds a stated fee on 17.5 per cent of arrivals from another league into first divisions, 4.5 per cent into second divisions and 0.7 per cent into the third tier and below.

Why it matters to a player or a club

If most moves carry no fee, then the constraint on a signing is not a transfer budget. It is wages, squad slots, and above all information: knowing the player is available and being able to judge him quickly.

That reframes what a recruitment problem actually is at most clubs. Not we cannot afford him, but we never heard of him in time.

Questions people also ask

Do free transfers still cost a club money?

Yes: wages, any signing bonus and agent service fees, which are paid on the contract rather than on a transfer fee.

Has this always been the case?

Broadly. In FIFA's figures for 2016 to 2025, the share of international transfers with a fee ranged from 12.3 to 17.7 per cent, and 2025's was the highest.
