What is the Bosman ruling?

The Bosman ruling is a 1995 judgment of the European Court of Justice in a case brought by Belgian player Jean-Marc Bosman. It held that clubs could not demand a transfer fee for an out of contract player moving between EU countries, and that limits on the number of players from other EU countries were unlawful.

The case

Jean-Marc Bosman's contract with RFC Liège ended in 1990. He wanted to join a French club, but Liège asked for a transfer fee the French club would not pay, and the move collapsed. He took the rules to court, and in December 1995 the European Court of Justice ruled in his favour.

What changed

  • Players whose contracts had ended could move between EU countries without a transfer fee.
  • Quotas limiting players from other EU countries in a team were struck down.

Why it still matters

The free transfer of an out of contract player is now the most common move in football. Clubs respond with longer contracts for players they value, and sell before a contract runs down. Players below the top tier, on short deals, change clubs on free transfers year after year.

What came next

FIFA's transfer rules were rebuilt after Bosman, and changed again after the Diarra ruling in 2024. Our article on the Diarra ruling covers the latest change.

Questions people also ask

Does Bosman apply outside the EU?

The judgment applied EU law. FIFA's own rules now let out of contract players move without a fee worldwide, though training compensation can apply to younger players.
