What is FIFA's Transfer Matching System?
FIFA's Transfer Matching System, or TMS, is the online system clubs and national associations must use for every international transfer of professional and amateur players in eleven-a-side football. Both clubs enter the deal, the details are matched, and the transfer certificate is requested and issued through it. FIFA provides access free of charge.

What it is for
Annexe 3 of FIFA's Regulations on the Status and Transfer of Players sets TMS's aims: to monitor and regulate international transfers, give football authorities information, make the system more transparent, distinguish the payments in a transfer, and protect minors.
Who must use it
- Associations and clubs, for every international transfer of professional and amateur players in eleven-a-side football.
- Access is free. No one may be charged for anything done in TMS.
- Users act for their club or association with the permissions FIFA grants them.
What it means for a signing
An international signing is not complete until it is in TMS and the transfer certificate has been issued. Enter it early, inside the window, with details that match the other club's.
Post the position. Agents propose the player.
Say what you need once: the position, the salary, the contract length and your rules. Your club is never named. Free, with no subscription.
